Emergency Food & Shelter Program
Since its establishment in 1983, the Emergency Food and Shelter Program has provided $6.6 billion in federal funding that has enabled local social service agencies to provide food and shelter to individuals and families who need assistance. Federal legislation established an EFSP National Board, which is chaired by the Federal Emergency Management Agency (FEMA) and includes representatives from some of the nation’s leading community-serving organizations, including UWW. The EFSP National Board develops the formula to determine how funds are allocated to localities.
On January 27, 2025, the Office of Management and Budget (OMB) released a memorandum to federal agencies, requiring a temporary pause on all activities related to obligation or disbursement of all federal financial assistance, and other relevant agency activities that may be implicated by the recent Executive Orders. Although OMB rescinded the memorandum, EFSP has not been allowed to release payments to local service providers. The program is being reviewed within FEMA to ensure it complies with the Executive Orders and Department of Homeland Security guidance. Until clearance is received, EFSP cannot draw down funds from FEMA’s payment system to pay agencies participating in the program.
United Way of Pueblo County will share future updates as soon as they are received.
Nonprofit Needs Assessment - Results Coming Soon!
United Way is continuously working to identify new ways to support you, our incredible nonprofit community. Our team, committee, and Board of Trustees have revisited our Community Investments model—the various methods we use to assist the community—in order to enhance partnerships and support. This includes but is not limited to, our UWPC Nonprofit LEAD Center and other outreach opportunities.
The Nonprofit Needs Assessment was created to provide a quick snapshot of community needs, building on many conversations and observations. It’s one piece of the puzzle in making a collective impact for the greater good. United Way is excited to announce that the assessment results are in the final stages of compilation. As we release this information, we look forward to collaborating with you to envision how we can better leverage support, ensure resources are available, and meet community needs.
