Current Status of the Emergency Food and Shelter Program

 

Since its establishment in 1983, the Emergency Food and Shelter Program has provided $6.6 billion in federal funding that has enabled local social service agencies to provide food and shelter to individuals and families who need assistance. Federal legislation established an EFSP National Board, which is chaired by the Federal Emergency Management Agency (FEMA) and includes representatives from some of the nation’s leading community-serving organizations, including UWW. The EFSP National Board develops the formula to determine how funds are allocated to localities. 

On January 27, 2025, the Office of Management and Budget (OMB) released a memorandum to federal agencies, requiring a temporary pause on all activities related to obligation or disbursement of all federal financial assistance, and other relevant agency activities that may be implicated by the recent Executive Orders. Although OMB rescinded the memorandum, EFSP has not been allowed to release payments to local service providers. The program is being reviewed by FEMA to ensure it complies with the Executive Orders and Department of Homeland Security guidance. Until clearance is received, EFSP cannot draw down funds from FEMA’s payment system to pay agencies participating in the program.
